Perhaps he was just busy? There were a number of notable absences at the Expo, like Idina Menzel and Ming-na Wen for the princess reunion (they too were in the clip). I know Ming-na tweeted that unfortunately she couldn't make it. James Woods may have been another at the Hercules panel, and I don't believe Matthew Broderick or James Earl Jones were present for The Lion King panel.
I wouldn't read too much into his (John C. Reilly's) absence.
But how could Riley not be there? It's his movie, he's the main lead. This was the public's first showing of this sequel since it's surprise revel a year ago, everyone else was there, directors, co star, Lasseter. Him not being there I believe, Vanellope will be getting most of the marketing along with the Princesses. Idina Menzel not showing up isn't good either, but with the studio pushing the Olaf short, Josh gad was the one that had to be there since he's the main star of it, & he was there, taking selfies with ALL the Princess voice actresses.
You're reading wayyyyy to much into the whole absense thing. If the guy wasn't available, what was Disney supposed to do? If Olaf was more important than Elsa and Anna and they were trying to give him the title role, they wouldn't have Kristen Bell come either. It's just that it can't be done. Nobody would even care if they simply didn't have any voice actors there, since most of the audience were simply Disney fans wanting to know about their upcoming releases.

As for Disney ignoring Gigantic... it sounds obvious to me that the movie has problems. Perhaps they're trying to fix it and get it all done before showing it all to us. After all, the movie will come in 2020 at least, and we can expect another D23 Expo in 2019, so...
If he was busy, I understand that, but this is HIS movie. But then again, he wasn't at D23 back in 2011 when the first Wreck-It Ralph was reviled. But ALL the voice actors for Incredibles 2 was there. Pixar wasn't gonna allow no absentees for that.
As for Gigantic, why couldn't Disney at least release some sort of statement about it being delayed for whatever reason. They did that for the Good Dinosaur & Dory back in 2013 & there would be no animated feature from Pixar in 2014. WDAS have done nothing like this for Gigantic, pushing it back multiple times with sequels stealing it's release date, while not releasing any statements of any kind. And now completely ignoring it's existence at D23. That's pathetic
