Which is a shame, in a way, because some of the most fascinating villains are in this category. Not because of their powers/abilities but, like Joker/etc., they just have interesting personalities.
Growing up watching Batman: The Animated Series, Mr. Freeze was always my favourite villain. He's tortured, in a relatable way, and he can be quite a sympathetic villain. He also has his moments where he's helped Batman. I'd love to see how Nolan would reinvent Freeze for a Batman Universe more grounded in realism, 'cuz Schumacher's farce of a movie (
movies, really) did a disservice to the character; and every other character featured.
I think as long as they developed a moderately believable backstory (some kind of research accident that upset his metabolism and skewed his DNA; I dunno), left out any kind of energy-based "freezing ray", and didn't have him repeatedly say "chill" the way Arnold did... it may be possible to use him in a movie.
