Its more than a theory. Disney has already done it once with Waves 1 and 2. Maybe Disney is wising up to the "collectibility" of these metal slipcovers, so just like their cardboard counterparts, only a limited run (in this case, 65K) will have tins, and the rest of the run (I'm guessing another 65K, bringing it up to a nice 130K run for each release) will be tinless.
Either that or Disney's just gonna shoot themselves in the foot by having such a limited run with good sales now, but having others reap the benefits of it two years later on e-bay.

I'm very curious about the two versions of Cannibal Capers - I have seen two versions, with the longer version including the ending of the native sticking the lion's teeth into the native's mouth and then chasing the lion. I also find it "interesting" which shorts ended up "In The Vault" and which ones didn't. Considering the subject matter and just from the title alone, I'm surprised Hell's Bells didn't end up in the Vault. Due to the blackface scene in The Night Before Christmas, I'm surprised it wasn't In The Vault also.
