Well, Disney likes to double dip, and especially things released outside of the Treasures Collection are fair game. So, even if "Figaro and Cleo" is on the next Pinocchio release, it still should be expected in a Disney Treasures release at some point.
Also, some of the educational shorts would fit well into a second rarities set.
Most importantly though, they don't HAVE to limit themselves to theatrical shorts. The set could be "Walt Disney Treasures: Disney Rarities: Rarely Seen Disney Animation" or something like that. In fact, an eductional shorts set could also be under the Disney Rarities title. "Disney Rarities: The Educational Shorts."

I could also see them including certain episodes from the Disney anthology series (like the aforementioned Fluppy Dogs) that feature lots of new animation. Some suggestions would be "Pacifically Peeking" with Moby Duck, any of the Ludwig Von Drake episodes, and, well, there's a lot to choose from. There's even the recent stuff I've harped on and on about, like "Totally Minnie" and "The Mickey Mouse Birthday Celebration" (don't remember the actual title, but something like that).
Oh, three classics that jump to mind are: The Ranger's Guide to Nature,
Coyote's Lament, and Carnival Time.
There was also a Timon and Pumbaa short where they sang "Stand By Me" that MIGHT not have been part of the TV series. I'm not sure. If it wasn't, then it should be included here. I'd also like to see the Genie's "Great Minds" bits from Saturday mornings, since they aren't likely to include them if the Aladdin TV series ever gets released. Any Disney commercials featuring new animation could be included on a set like this too.
A few of the wartime shorts could be included too, but I doubt they'd want to double dip on controversial stuff. There's also the Loch Ness Monster program that was an extra with the Pete's Dragon DVD, and maybe some films from the theme parks too, such as: Back to Neverland, from the old Disney Animation Tour in Florida. Plus, I'm still waiting for an "in synch" release of Runaway Brain....
There's also supposed to be a 50's educational short featuring Alice from the Disney feature film, but I don't have any info on that right now. It might be "The Nature of Things," but that could be a different one. Anyways, aside from this stuff, there are a ton of Education Shorts to fill up an Education set, but it might be pretty bland if the educational stuff I've listed here isn't included too.
Oh, I'm sure I'm forgetting stuff too.
