If they wanted to make shorts, why not continue making more in the vein of Frozen Fever and put some actual effort in it? They didn't have a problem doing that with Cars Toons and Toy Story Toons.
I'm pretty sure
Frozen Fever isn't the last 'proper' Frozen short we will see.... And they are making the TV special after all. This definitely seems something that is "in addition to" and not "instead of."
I've never seen the appeal of these LEGO films either. They indeed to seem cheap and I don't like the way that the characters are malleable in a way that actual LEGOs are not. Otherwise, what's the point of them being LEGOs?
The LEGO Movie and its spin-offs are a different story though. I loved that film, which I thought was very creative with the world-building and animation and the way they used LEGOs, and I'm really looking forward to the Batman one next year.
