I haven't been there for a while now (I'll be visiting soon), but the construction is probably the Fantasy Faire. It's a new place to meet the princesses. It will have Rapunzel's tower, a city plaza where a Festival of Fools takes place and more. It's taking the place of the old Carnation Plaza Gardens, which was located just to the left of Sleeping Beauty's Castle, if you're standing right in front of it. Is that where it is?

Big Thunder Mountain is currently being refurbished--paint, new trains, the whole shebang. Apparently there are rumours that the mining town might be removed. :(

It's a small world is undergoing its yearly refurbishing. They take down the holiday facades in the early part of the year every single year and touch it up. Nothing to worry about.

The princess meet and greet closed down yesterday due to rain and they had a cover over it. Were they worried about guests standing in the rain or the princesses?

I can't answer that for sure, but I think when it rains, Disney generally brings their character performers inside. My roommate was a character attendant, and I believe that's how it worked for her. Maybe what with the humidity and wind and rain (which can make it under coverings too, with the help of wind), the costumes wouldn't look as nice, and it would be harder to stay chipper.

But I do know that Disney's not worried about guests in the rain. They just aren't. :P
