Just one or two? That's just as bad as the eleven games already running. Having eleven games going on, then having only one finish, and then having another game started immediately won't lessen the number of games. It'll just keep the number the same, but change the topics.
Let all/most the games finish before any new ones get started.

If people just created their own HoH simply because they're not satisfied with the ones in play, then I'd have started fifteen of them a long time ago for topics I know no one would be interested in voting for. And that was the whole point of HoH, to pick popular topics that *everyone* would be interested in. Unfortunately, that extended to "I wanna start a game!" "Me too!" "Me too!" and HoH-game starting went rather rampant and as a result, the quality of the game suffered because there were too many topics. The result was some perfectly good topics, or perfectly lousy ones, or even ones with waaaaay too many things to vote for (seriously, the list for the MJ songs is so daunting I don't even bother checking its progress, much less play it). And because there's so many of them, they all either get summarily ignored, or summarily played simply because of the chance to play HoH ten times in a day. The quality of the game suffers when too many people want to start their own game.

This is a good idea, and one that I think should be done. Just let the 3 games closest to finishing remain open for now, then the next 3, and so on. When there's only one or two games left in play, one new game can be added. I simply don't want to see Polls & Games be flooded with HoH games that they end up not "meaning" anything anymore. Not that they meant anything to begin with, but the joy of the game is gone if you've got too many games to play and too many topics to think about.

Never officially. Before, people knew when there were too many games running, and so they'd not start any until enough of them were finished. Some games were even abandoned simply because it was an unpopular one (Julian's Household Appliances, my Controversial Disney Topics), only to be dredged up again simply to have another HoH game to play.

But then we run the risk of then having too many categories. Someone could say, "Hey, there's no category yet for Disney Characters with (Insert Specific Letter) in their name! I can start that one!"
Just a general "only one open or only three open" seems better, IMO.

2010 has already reached 17 new games in the first four months, whereas 2008 only had 14 new games, and 2009 (thankfully) only had 5 new games. Seriously, there are too many being created at once!
