In many old black-and-white flicks, they would put black bootpolish over actors' faces to make them look African American. If the polish isn't spread on too thick, the effect does look sorta passable (more or less.)

I would not recommend using shoe polish. Shoe polish contains things like turpentine and it can actually stain skin. If they used it in old black and white movies, you can bet its probably dangerous. Look how the makeup nearly killed some of the actors from Wizard of Oz. Turpentine is highly toxic to the lungs. And its also real flammable.

Black face paint. Mix some white in it if its too dark. Michaels sells face paint.

Also, black eyeshadow would work just fine. Easy on and off. I've used black eye shadow for Native American markings. I then sprayed it with hairspray to help seal it, but its not perfect, but it gets the job done.
