I'm gonna go with Kathy Zielinski here. Maleficent the dragon may be superb, but Frollo's preformance is one of the best in Disney Villain history.

All these are examples of great animation so this one is really tough as well, but while Reitherman has quantity, his works are mostly of animals that didn't have a tremendous amount of screentime or even movement. Therefore, I'll go with Kathy Zielinski.
