Disney Characters
I have seen photos & video of Disneyland & there are much more characters in Disneyland than WDW. I've seen characters like Dumbo, Jose Carioca, Panchito, Bernard & Bianca, Hyacinth Hippo, Ben Ali Gator & many other characters there. So why aren't those characters at WDW? The castmember in me is saying "If Dumbo's in California, it makes it impossible for him to be in Florida at the same time!"
Anyways, I've seen Dumbo once during my entire time in Florida, and it was during Regis & Kelly, when they had a cavalcade of characters, even the five foot tall Jiminy Cricket!
Most likely, those Disneyland characters are more successful with guests than they are in WDW. MK's Main Street is often filled with the likes of Baloo, King Louis, Robin Hood, Friar Tuck, John Ratcliff, Gepetto, Pinoke, etc.
But we do have Ben Ali Gator and Hyacinth Hippo in Spectro...

You can meet Kim Possible & Ron Stoppable @ WDW - I dont think they can be seen @ Disneyland...
Some 'rare' characters I've seen at WDW are: Abu, Jiminy Cricket, King Louie & Baloo dressed in Tale Spin outfits, Tarzan, Kida, Milo, Bert, 3 pigs, Gaston, Kuzco, Kronk, Donald in 3 Caballeros outfit...
HAs anyone seen the Aristocats here in USA? I know they can be found in DLP...but anyone seen them here in the states theme parks?

When I was at Disneyland in November for 4 days at Thanksgiving, I saw Donald Duck, Goofy, Mickey Mouse, Ariel, Belle, Evil Queen, Capt Hook, Pinochio, Japetto, Queen of Harts, Mulan, Mushu, Tigger, Rabbit, Eyore, Pooh, Alice, Tweedle Dee and Dum, Mad Hatter, White Rabbit, Chip, Dale, Buzz Lightyear, Pluto, Tinker Bell, Arora, Max,Flick,  and one or 2 others through out the park. In the Parades we also saw Daisy,Snow White, 7 Dwarfs, Prince Charming and Eric, Cinderella, Frozone, Mr and Mrs Incredible, A few Bugs life characters, Jessie, Woody, Mike, Scully, and a ton more characters.

As for Jiminy Cricket, he's probably rare at WDW, but at Disneyland, you can find him on the "Pinocchio" float for the 50th Anniversary parade, not sure if he signs autographs though.
Interesting idea for a thread though- The only "rare" character I've seen in person was "B.E.N" from Treasure Planet in Tomorrowland, of course this was in December 2002 when the film got released so it wasn't so hard back then.
 
 I've also seen Brer' Bear a couple times signing autographs which is pretty rare since he usually ends up being in the parade only.

Bre'r Bear can be seen @ DAK in Camp Minnie-Mickey almost daily.
He used to sign w/ Bre'r Fox & Bre'r Rabbit at the exit of Splash-but I dont think they sign there anymore...
& B.E.N and Jim Hawkins never come out anymore...i've seen them once in Tomorrowland for the sametime of the movie release...they came in riding on the "wind sailboats" seen in the movie.

I just saw Kenai and Koda over by the Grizzly Rapids Run area in DCA on Sunday. First time I saw them. 
Also I don't think Prince Eric is in the Parade of Dreams. Ariel is up on her float showing off her findings, such as the fork and combing her hair, and showing it to them. Eric's not up there with her. Cinderella, Snow White & Aurora appear on a "princess" float near the end, dancing with all their prince's, so you can count them three as being there. I just looked at a Japanese website & they have characters I've never seen before, Marie from the Aristocats, Timothy Mouse, Scrooge McDuck, Huey, Dewey & Louie, he characters from Chip & Dale: Rescue Rangers, Rabbit & Owl from Winnie the Pooh, Jaq & Gus, & a bunch of others.
I also didn't know how many different costumes there are for each character. I knew there were a lot, but not THIS much.
