That's because she was never supposed to be Wendy. They used the model they had made for Victoria, a character from the previous, scrapped version, Tinker Bell and the Ring of Belief, instead of making a new model for Wendy.

I think that these films didn't want to be 100% accurate with their characters design. Hook and Tink didn't look on-model either.

It wasn't intentional. 2D characters just don't translate well in CG.

I`m not trying to be condescending, but at least Tink and Mr. Smee did. Sure, Tink had some different porportions, but she still looked on-model and like herself. Hook essentially was portrayed as a younger version of himself, so that`s why he looked different (and despite how he looked different, he still had the same features as the older Hook). The Crocodile never looked on model, though, as he looked like a regular, generic CGI crocodile.

I still think that Tink doesn't look like the original one. The one who appears in the new Peter Pan ride from Tokyo looks more similar
