That's because she was never supposed to be Wendy. I think that these films didn't want to be 100% accurate with their characters design. Hook and Tink didn't look on-model either.

It wasn't intentional. 2D characters just don't translate well in CG.

I`m not trying to be condescending, but at least Tink and Mr. Smee did. Sure, Tink had some different porportions, but she still looked on-model and like herself. Hook essentially was portrayed as a younger version of himself, so that`s why he looked different (and despite how he looked different, he still had the same features as the older Hook). I still think that Tink doesn't look like the original one. The one who appears in the new Peter Pan ride from Tokyo looks more similar
