I'm gonna be original:

Character: Frollo (with Phoebus being a close second)

Song: Hell Fire (with 'Out there' as runner-up)

Scene: the opening; but also the moment where Esmeralda svaes Quasi from the humiliation of the townspeople and defies Frollo's guards on the lamb

Character: Quasimodo. (as a likeable character) Frollo is one of my favourite villains

Song: Out there, Heaven's light/Hell Fire, God help the outcast. the bells of Notre Dame (I cannot choose)

Scene: The 'sanctuary' scene in which Quasimodo saves Esmeralda from the stake. His biggest moment.

Character: Quasimodo, Esmeralda (Demi Moore's voice suits her fantastically) and Frollo

Scene: Any scene with Frollo; the entire Festival of Fools sequence ending with Quasimodo going into the Notre Dame; "Hellfire"

Song: "Heaven's Light" seguing into "Hellfire". I also like "Out There" and "God Help the Outcasts".

Character: Quasimodo, Frollo
(also very partial to Esmerelda, Clopin and the Archdeacon)

Scene: Opening sequence, Humiliation scene, Hell fire, God help the Outcast, Sanctuary and when Frollo confronts Quasimodo and Esmeralda at the end - ' I should have known you'd risk your life to save that gypsy witch...'
Tony Jay did an impeccable job and I love every scene Frollo is in.

Song - Hellfire. No question. Second choice would be the opening 'Bells of Notre Dame'

Since I already replied to this a long time ago, I'll do my worsts to add something.

Character: Phoebus, then Esmeralda. Phoebus is basically Flynn before there was a Flynn, and I hate him.
Scene: Quasimodo's humiliation. It's just overdramatic and trying too hard to get a tear. After that, probably Esmeralda and Quasimodo's scene on the roof.
Song: "Topsy Turvy." I love Clopin and his voice actor, but this song just goes nowhere. After that, probably "GHtO"--don't really care for the voice singing and the song is over-the-top sappy.

Character: Frollo - so wicked, complex, and glamorous. The most frighteningly real Disney villain. Quasimodo and Esmeralda are fantastic characters as well.

Scene: The incredibly atmospheric and epic opening, Esmeralda's dance, Hellfire, Sanctuary...I can't choose.

Song: So hard to choose again, but I'll go with the Heaven's Light/Hellfire sequence. It REALLY sells the major themes and contrasting motivations of Quasi and Frollo in a wonderfully dramatic way.

character: clopin or djali. honorable mention to achilles, phoebus' horse.

scene: quasimodo and an unconcious esmerelda "sanctuary!". even thinking about i get a shiver up my spine.

song: the opening bells of notre dame. clopins voice on that final note is incredible. im also finding an appreciation for hellfire as now i can understand the meaning. as a kid, it went right over my head.

Character: Quasimodo, Esmeralda (and I've always really liked Djali, too)

Scene: When Quasimodo talks to the bird in the beginning, when Esmeralda gets sanctuary, and the whole Paris Burning sequence

Song: (This is so hard because it's one of my favorite soundtracks)...I love "Out There" and "Heaven's Light," but I adore "God Help the Outcasts" and "Someday"

Character: Frollo. So evil and clever, so self-rightous and bigoted. Love the voice acting.
Scene: The opening of the movie including the song The Bells of Notre Dame. Alan Menken's score is so epic and dramatic! No wonder it got Oscar nominated.
Song: The Bells of Notre Dame.
