1) since Cinderella is more or less a "family" film, it might be better to look at how many households there are in the US, as opposed to people. I;m guessing there are closer to 100 million households in the U.S., which makes the paltry sales seem just a bit better.
2) there were perhaps some people who bought the VHS years ago and didn't feel the need to update
3) given that the latest release was last year, there may be some people who decided to opt out on this release and wait for the hi-def edition that is sure to come
