I think "musical film" is just a general phrasing and the idea here is to let the songs from all the animated movies compete, which includes Tarzan and Brother Bear's songs. Though I wouldn't have minded having TP included.

I thought about it, but there was only one song there, right? I only remembered it after I had already started, and since the movie was unfortunately seen by so few people, it really wouldn't have had much of a chance.

It's a film with music (in my definition anyway, as whilst it has songs, it isn't a musical in the same way as Beauty and the Beast etc), so it could be in there for that reason. I believe that the similar Home on the Range and Brother Bear were in this game as well, so Tarzan isn't alone.
