Easily Emperor's new groove! Especially when Kronk sings his own theme song... and "By all accounts it doesn't make sense".

Well, I love Lilo & Stitch a good deal more, of course ... and think it has its own type of comedy. Its comedy is more grounded, more natural and less ... zany and off the wall. New Groove is, without a doubt, zany.
That said, I'll admit that The Emperor's New Groove is, indeed, the funnier film. (Though I'm in the camp that thinks Lilo & Stitch is the better film, overall.) In terms of making one laugh, in terms of comedy, New Groove wins. Moment after moment, some absurd situation is delivered ... and then out-done by another. You wonder how it manages to pull it off without falling apart. I think it's Disney's funniest film. But, then, it's primarily a comedy. With the drama being secondary.
To me, Lilo & Stitch is the opposite. The drama is primary (the ohana, Lilo being lonely, Stitch wanting family, the social worker Cobra Bubbles threatening to take Lilo away, and whatnot). While the comedy is secondary. With every Disney film, there's an element of comedy, and it's definitely there in Lilo & Stitch. But it also has a more dominant heart-tugging story than New Groove does.
My favorite bits in New Groove are the ones with Kronk. Where he sings his own theme song ... and when he's "hired" to work in that restaurant, and catches the lingo almost immediately. And when they're running back to the palace, and Yzma asks how they got there, and Kronk looks at the map ... I like Bucky the squirrel, too. He's great. The comedy in New Groove is rapid-fire. I like that. I think Home on the Range tried to mimic the same kind of style, and while I like Home on the Range, I think its comedy is on the pale side ... compared to New Groove.
I didn't appreciate New Groove when I first saw it (back in 2000). But I do now, certainly.

Easily, the funniest has to be the Emperor's New Groove.
There are some other funny films. (Aladdin comes to mind....)
But Emperor's New Groove is a full blown, full fledged comedy.
Eartha Kitt, David Spade and Patrick Warburton's comedic voice timings
are dead on and in some ways...Yzma's voice is well (Pardon the pun)
purr-fect.
