I've been thinking not enough animated features are set in Italy!
(I mean, what else outside of Lupin III/The Castle of Cagliostro?)

There's also Studio Ghibli's Porco Rosso, but I don't remember more animated movies set in Italy right now. There are many more that are set in France, for example.

They did indeed. Surely enough because the source material is globally well-known to be Italian.. Yet on an artistic level (especially on an architectural one) as you mentioned and sourced it yourself, this is many other things.
I would always feel odd to categorize the setting of this feature as being Italian ^^

Call Me By Your Name meets The Shape of Water.

Joke aside, it's quite possible that some members from the creative team got inspired by these 2 movies to create this new project..
For a release date initially scheduled for Summer 2021, the project could have been launched in 2018 at the latest, a time when people were speaking about the 2 films.

It does sound like a typical Pixar film.
(Thinking about it, some elements of Pixar reminds me a bit about the girls' comics published by the Scottish publisher DC Thomson, the most familiar titles Judy, Bunty, Mandy and Debbie. Often it was just everyday topics, but it was also about science fiction, the supernatural and with fantasy elements).

So far it is too early to make an opinion. Maybe when there is a teaser or trailer.

Yeeeah ... but Pinocchio has always been kind of cheating.. (at least to me! ~personal opinion) The Disney artists took the decision to design the whole village as a Bavarian one. Every scene that happens in the streets, the houses, the village looks a lot like the action is happening more in Germany than Italy (the mountains being common to both countries.)

The village in Pinocchio have always looked amazing. Sadly the real life village have been a little stained by the "Rotenburg Cannibal" (Armin Meiwes).

PIXAR made WALL E which angered conservatives because it dared acknowledge pollution/climate change.

One thing that always puzzled me about Wall-E is that the humans from the future appeared to have learned nothing. They contined to produce huge amounts of garbage which two gigantic versions of Wall-E got rid of in space instead of recycling it.

It may be subtext, but I don’t think it will be text. At least, I can read a queer subtext into the plot synopsis provided so far. But that may not pan out in the actual movie, so who knows?

Are any of the Pixar movies popular with gay audiences? Do any of the movies have queer readings? Maybe Brave? Pixar did introduce a lesbian character this year with Onward, and I guess Edna Mode is basically a drag queen. But it certainly seems the LGBT+ community has taken to heart Disney’s animated films much more so than Pixar’s. It’s interesting, at least for me, Luca is the first Pixar movie that’s ever beeped on my gaydar.

If they actually had the cojones to go there, this would be the first PIXAR film I'd actually pay for both in theaters and/on Blu-ray (what I mean is that even if I end up thinking the movie sucks from seeing it in theaters, I'd buy it on Blu-ray just to support it/them for having created LGBT characters in a mainstream animated film.)

Disney filed for a new copyright register which revealed some new information about Pixar’s 2021 release, Luca, a movie set in the Italian Riviera. The document, a global style guide, reveals what appears to be the full name of the main character, Luca Portorosso.

Portorosso is a wordplay which hides a nod to Studio Ghibli’s Porco Rosso, a movie released in 1992 about an Italian pilot cursed to live in a pig-like body after World War I. Luca’s director Enrico Casarosa has expressed his admiration for Hayao Miyazaki, Studio Ghibli, and Japanese animation several times, suggesting Pixar’s new movie will be inspired by it.

On the same copyright request, Disney and Pixar also registered the name Isola del Mare, which means something like Sea island. This is probably the place where the story takes place.

On Pixar's official website, the synopsis says that both Luca and his friend are sea monsters. Is this an error or is this supposed to be the twist in the story?

Perhaps that's why he's so excited about gelato, pasta and scooter rides; he has never tried any of that stuff before. And his newfound friend has access to some sort of magic that makes them look like humans when they're on land (which is at least one similarity with The Little Mermaid).
