Alan Menken appears to have revealed the title of the show in this interview:
What new projects are you working on?

I’m excited about the projects I’m doing. I’m working on “Disenchanted” and a new “Beauty and the Beast” prequel, “The Little Town.” I’ve also been working on the new animated picture “Spellbound” with John Lasseter. And I’m doing a bunch of Broadway shows.

So will it be "Beauty and the Beast: The Little Town" or just "The Little Town"? Either way, I can't say I like it. It feels so small and unremarkable. It doesn't have the grandness associated with the brand. I also don't like they've added the article "the" in the title. In "Belle", it's simply referred to as "little town" so it should be "Little Town". Besides, it sounds smoother and looks cleaner without the definite article.

I actually really like that title, if it's the one. I like the reference to the song, it conjures up images of that song and the town it's about a grand feeling in my opinion, and the "The" just makes sense to me as it's like, "You know that town Belle refers to? This is the one!"

What an odd title. I thought it would be something like "Beauty and the Beast: _____" with a subtitle, or simply a title with Gaston's name in it.

The title is just "Little Town" without the definite article after all.
This new musical series, which hasn’t formally begun production, comes from Gad and co-creators Edward Kitsis and Adam Horowitz, is described by Menken as “a new Beauty and the Beast prequel.” And it’s got an appropriately Beauty and the Beast-y title: Little Town. (Menken calls it The Little Town, but we’ve confirmed that it’s simply Little Town.)

Ahh yes, finally a series about everyone’s favorite fictional Disney locale: “Little Town.”

^

Bad choice regardless, but I think even making it "Little Town, It's a Quiet Village...." would've been a better title. I know a streaming platform like Disney+ will automatically recommend it to any person who watches B&tB (the animated film or the live-action) on the platform anyway, so the dumb title may not matter.

Q: Everyone's saying the world has changed because of this pandemic. Did the way you produce a Disney show all change or is it just more of the same?

Alan Menken: I did a 29-hour reading of a new show literally on remote technology. Each actor was in their own little box. And it was actually doable. It's not ideal, but it can work.

They were seriously deciding between "Little Town" and "Quiet Village", but ultimately chose the former because they didn't dig the horror vibes of the latter.

Supposedly they are doing a Beast prequel film now. I don't know if they're going forwards with this show or not...

That sounds interesting. I hope it is the timeline from when he gets cursed up to the moment he meet Belle.

The project is still in the works.
After starring as Gaston in Disney’s live-action adaptation of Beauty and the Beast, he is attached to reprise his role and also executive produce a prequel series with Josh Gad that is in development at Disney+.

Starring Luke Evans and Josh Gad in the roles they made famous in the hit live action feature film, the music, romance, comedy and adventure of the Beauty and the Beast universe continues in this prequel that explores the kingdom in the years before the Beast and Belle’s epic romance. We will witness the destinies of many familiar characters take shape as they cross paths with new characters -- including an unconventional and modern take on the traditional “Disney Princess” – as they experience their own exciting epic adventures and romances, all set to an original soundtrack from Academy Award winning composer Alan Menken.

I was scratching my head over that part, too. I'd be surprised if Belle appeared in this as more than a cameo. I wonder if they're referring to a romance for LeFou (or perhaps the character he dances with at the end of the remake gets more material here)? Who knows.
