They made her look like a superhero with the cape and that pose. Move over Incredibles, there's a new hero in town!

This implies that Bo left Andy on her own accord instead of being sold or given away. It also looks like she's the one who'll be influencing Woody to presumably leave Bonnie and adopt her new-found lifestyle.
Bo Peep is back! This long-lost friend of Woody, Buzz and the gang always shared a special connection with Woody, but they have not seen each other in years, and Bo has become chipped and faded over time. Bo’s strength and sarcasm always belied her delicate porcelain exterior, and it turns out she’s an adventure-seeking free spirit who feels right at home on the road. When she and Woody are reunited under unlikely circumstances, they realize they’ve grown worlds apart when it comes to life as a toy.

“Bo’s taken control of her own destiny,” said Toy Story 4 director Josh Cooley. “While Woody was watching Andy grow up, Bo gathered dust until she took it upon herself to head out into the world. And when Woody shows up, they can’t believe that they’ve found each other again.”

Annie Potts returns as the voice of Bo Peep. “She is modern, independent, capable and confident,” said Potts of her character. “Bo is written and conceived to be inspiring as she has weathered life’s ups and downs with grace. I aspire to that.”

Woody has always been confident about his place in the world, and that his priority is taking care of his kid, whether that’s Andy or Bonnie. So when Bonnie’s beloved new craft-project-turned-toy, Forky (voice of Tony Hale), declares himself as “trash” and not a toy, Woody takes it upon himself to show Forky why he should embrace being a toy. But when Bonnie takes the whole gang on her family’s road trip excursion, Woody ends up on an unexpected detour that includes a reunion with his long-lost friend Bo Peep. After years of being on her own, Bo’s adventurous spirit and life on the road belie her delicate porcelain exterior. As Woody and Bo realize they’re worlds apart when it comes to life as a toy, they soon come to find that’s the least of their worries.

Well I guess now that she doesn't wear a dress anymore and does "bad ass" poses, she is a much more "empowered female character™".

I feel ya. She even turned her skirt into a cape. It doesn't get more heavy-handed than that.

Eh, it's nice to give Bo Peep some depth, even if it's a bit hammering in. It looks like they're giving her a great story. All she did in the first two movies was standing there and looking pretty

I'm all for giving Bo Peep more depth, I just don't think the character needs to do a 180° change in order to do so.
It just feels like there's this wrong perception that "femeninity" is bad and characters shouldn't act "girly" otherwise they're weak.

On the other hand, it's probably been over 10 years since "Toy Story 2" (assuming there's no time jump in "Toy Story 4") and a lot could have happened to her during that time. We don't know what she has had to deal with.

To me, it's similar to Luke Skywalker in the recent "Star Wars" movies. There were criticisms that he felt like a different person than the last time we saw him in "Return of the Jedi." But the movies only fill us in a little bit about the thirty or so years since those events, aside from a moment of weakness he had that he immediately regretted. Someone can become a different person in thirty years. Imagine just ten years for a toy, especially one who no longer has the security of an owner. Although, Bo Peep technically isn't a toy. She's a porcelain lamp decoration.

I never really had any real interest in Bo Peep because she was such a minor character whose interactions were limited to mild flirtation with Woody, so I'm all for the change. Sounds like she's going to be a major player.

I think it's possible to retain femininity while still being an empowered heroine, so I'm not too worried right now about how she'll be portrayed. I don't think she'll suddenly have a 180 personality flop, although she's likely to be harder around the edges and more cynical, but that comes with the territory.

We don't know for sure yet but it doesn't look good. Jodi Benson is not listed among the voice cast in the new press release.
Voice Cast: Tom Hanks, Tim Allen, Annie Potts, Tony Hale, Keegan-Michael Key, Jordan Peele, Joan Cusack, Wallace Shawn, John Ratzenberger, Blake Clark, Don Rickles, Estelle Harris.

Disney Insider on Instagram stories was asked that question, and he said that both Barbie and Ken would be ? Might be just a cameo perhaps.

Q: What have you heard about TS4? You said that it broke your little heart.

Skyler Shuler: I've read the script and it is heartbreaking.

Q: Thoughts on Bo Peep?

Skyler Shuler: She looks like Rey which is cool. Apparently, she rescues toys that get thrown away.

Q: Is Barbie officially going to be in Toy Story 4?

The DisInsider: Yes, and Ken.

Finally, Bo Peep has been officially revealed. It seems the story does have changed a lot since the movie was first announced. At first, the main plot was Woody and the rest going in search of Bo Peep, and now Woody and her will just find each other by chance. Bo's new philosophy and the possible message of the film, that a toy doesn't need an owner to be happy, is interesting, but it contradicts what they've been saying in all the previous Toy Story films. We'll see how it's tackled in the movie.

I wouldn't really feel too bad about Woody leaving the gang, because it's not like he really has much chemistry with the other toys, aside from Buzz and maybe Jessie. He spends the majority of the movies away from them anyway, so I'm not really used to them spending a lot of time together.

Toy Story 4: More Details from Tim Allen; Tom Hanks Completes Recording
https://toystoryfangirl.com/2019/01/30/ ... recording/
During Tim Allen’s interview, hosts Vanessa Williams and Sara Gilbert fielded the questions that brought up the upcoming sequel:

So later this year you’re playing Buzz Lightyear for Toy Story 4. So they just found Bo Peep… now where has she been?

Now, this is funny, because not even 20 minutes ago, I left Disney and came here. I just finished up a little bit of Toy Story 4, and Hanks was coming right after me; we’re old good buddies. And I asked him, I said, “what can I tell them about this?” He goes, “well, you’ve already said a little bit too much.” Cause I’ll say, Tom and I both – I gotta be careful – we both read the last two lines of this movie – I get choked up – and he even said, “I had to turn around in the booth.” I said, “I did too.” The last couple scenes, especially the last line of this movie, it’ll be a memorable moment for everybody. Oh, it’s wonderful. It’s wonderful. And Bo Peep has been missing, and you’re going to find out – in a very tragic way – where she’s been, and what that means for toys like her. And Woody has to decide where he’s gonna fall on that deal. And it’s really – it’s so clever, so wonderful, so warm about – and how they do this, and how these guys – I just said, this story is so emotional, so funny, so brilliant. I guess all I’m saying – how does this – does it end like this? Toy Story 3 ended originally with a little girl just sitting there, but all of us saw that little girl smile, and Andy said with his eyes – a cartoon character – that she might take care of these toys. Because we were originally, in Toy Story 3, waving on the porch, that was it. But it looked like maybe this little girl would take care of us. Well… maybe she didn’t take care of us so well. It’s just wonderful where it goes, and how we come together, and what it means about…

I just can’t wait to see the drama of it.

Oh it’s wonderful. But the best thing, I think, is Forky, the new character.
