I I don't know how to rank them, but I definately think Lady Tramaine and Frollo should be near the top as most evil, because they are the most real, and human and yet they are so wicked, they are also in positions of power and trust which makes them even more dangerous, and ofcoarse Ursula and Maleficent deserve places at the very top, as well as maybe Jafar, but since it has been so long since I've seen this movie it's hard for me to say at this time...
