No where in the story do they try to find out where her powers come from and the plot doesn't revolve around that.
Her story was about her learning to control them.

Why is there a Lamp and magic in Aladdin? EXPLAIN!
Why is there a fairy godmother in Cinderella?
Where did the blue fairy come from?

Actually, with Frozen, it's different. Elsa is a central character. She's not a long-unknown legend like the lamp, schooled in Magic like the Enchantress or the Fairy Godmother or the Blue Fairy, or an entire species like the Merpeople. She is a main character who is an odd one out. And she's more interesting than anything you listed. Otherwise, why explain Rapunzel's hair?
Tristy as for Hermione being born to muggles it goes as far as magic being a biological trait("magical blood" and other terms) and can just appear out of nowhere in the biological makeup at birth, sort of like other oddities such as autism. There's also Squibbs, who are born to wizards, but have no magic and are very rare.
