This is why I wanted to leave it open to personal judgement, because people have different ideas of what a song is. By definition, however, they're separate songs, songs being musical pieces for voice(s), and in this case with lyrics. Yes, they do share a melodic line, but "Belle" is structurally complete and independent, both musically and lyrically. Let's forget the fact that the reprise is separated by nearly 12 minutes of non-musical scenes, and focus on the fact that stylistically it's much more grandiose than "Belle" and serves a completely different purpose in the film. One might argue that musically the reprise doesn't actually have an end, instead leaving the melody unresolved, but "Do You Want to Build a Snowman" comes awfully close to being guilty of the same.
