I actually thought that all of that was because of the confidence that she has after being free. She's declaring her freedom in a fashionable way...
I hate how a lot of people treat literary characters as role models who are supposed to teach their children lessons. They don't treat them like fictional characters. I saw the movie, I noticed the walk, and the "too much" leg showing, but I just brushed it off. She's just a character, she can act whatever way she wants. If I had a daughter who walked like that, I would obviously tell her to stop walking like that, but I wouldn't blame the movie.. It's my responsibility as a parent to make sure that my child learns the right messages from movies. How would they learn if something is bad if we don't tell them? Does a movie have to be to tell them?
When I was a kid, my parents would let us watch The Little Mermaid, but they made damn sure that we understood that it was wrong for Ariel to go around swimming in a Bra. They didn't blame disney for it.
Second, Why does Elsa have to be feminist? So what if she has ice powers, she's still a fragile girl. Oh, I'm gonna start complaining now because Elsa was running away the entire movie instead of attacking other people. Jeez...
She's a girl, let her act like a girl for crying out loud!
