To play as a character - yes, you need to have their figure. It will absolutely be crazy expensive. It's evil and genius. But the figures are really really nice. The discs are simply additions to the Toy Box. Some are items like cars or horses or weapons, some change the theme of your Toy Box to look like Wonderland, or Tangled, etc. Some give you power-ups. They aren't essential to playing the game at all, but they are fun little additions.
The play sets are what allow you to play in a new Disney world. The Pirates playset takes you to the Caribbean, the Cars playset takes you to Radiator Springs, etc.
