Headless Horseman in Hong Kong Disneyland

Apparently my friend found an image from Hong Kong Disneyland that there is an Headless horseman there. Here's the pic:

They had one at the Magic Kingdom (Florida) back in 2007. He opened the Halloween Parade.

They have him out every year at HKDL, last year the Halloween events were themed around the idea of a carnival which sold itself on having his lost head.
