Ursula is an amazing villain. Her design is fantastic and so well animated. Her voice is fabulous, PUFS is one of my fave songs ever! And she is the right blend of flamboyance and menace. What other villain has you laughing one minute from showing off her body language to trembeling the next while she cackles manically as her victim helplessly drowns. She brings the house down hard!
The Evil Queen is also fantastic. In truth I love all the villainesses they are much cooler and more fun than the guys imo. Although I do love Scar, Jafar, Frollo, Ratigan and Shan Yu, the ladies would take them down anyday of the week haha.

I agree Maleficent is cool and all but she is not the best. She is in my top 10 but not the best of course a matter of opinion and the majority seems to agree that she is the best. She is a strong character personaltiy wise, has a great design and voice. And has a pretty badass climax although I wish it was a bit longer( I feel the same with Little Mermaid's climax) but still cool. I said no cause I can list up over 200 villains in fiction(disney or non-disney) that can best her in a fight. She's not all that strong.

I didn't mean she was strong as in power and strength I meant personality wise she is a strong willed female character, despite being evil, and that is attractive to some people.
