It's entirely possible the same amount of Woody and Prospector toys were produced, but kids usually want the "hero" so Stinky Petes could be clogging toy stores for quite some time. For example, when "The Phantom Menace" toys came out, Darth Mauls couldn't be stocked fast enough whereas Ric Olie and Senator Palpatine end up being clearanced out. This could also explain why Stinky Pete was mint in box and the others were not- less kids want him, more of them will stay in mint condition.
