I noticed that it seems to be a Disney trademark to include a gag of a character having frizzed-out hair or fur in the later Disney animated classics. I believe the first movie to do this was "Oliver & Company" when Oliver is doused with water then walks over a subway grate and a stream of air dries him out and he is all frizzy. Here are a few other examples:
The Little Mermaid: Scuttle uses the dinglehopper (fork) to twist his head feathers into a knot, then releases it and poof! frizzed-out feathers.
Beauty and the Beast: After his bath, the beast shakes out all the water and he's frizzy
The Lion King: I could be wrong but doesn't Simba have a frizzed-out moment?
I know there are more examples but that's all I could come up with from my own memory. Does anyone else remember any examples?

Good thinking, you're right. I guess it's seen as "cute," but I think it's just funny.
It does seem like Simba has one of those moments, but I can't remember what it is right now. During a musical number, maybe?
