Hey folks! I read about a cartoon but I have no idea which one it could be. It was released in the 1930s. The source says it was a Disney cartoon but I'm not sure about that (it also could be a Van Beuren or a Fleischer cartoon). The only detail I know is the end scene: A character named Balbo gives the mayor of New York his beard.
I know this isn't much information but maybe someone of you saw this cartoon and can remember the title. Thank you so much!
Does anyone know this (Disney-)cartoon?

Do you have any images or links to the cartoon at all? Any other info? I kind of want to find this one out now myself! If there is anything else you can give me, I want to see if I can figure it out. If it was Disney it would have to be a Silly Symphony from the sounds of it, but I don't remember any of them with an ending like that.

That's exactly the problem - I don't have any images. I found the information in a German dissertation from 1940. The author itself found the information in a newspaper article from 1934. The only information they give is this scene (maybe it's not the end but the climax of the film) and the claim that it's a Disney-short.

I think this will take some research. So this started from a dissertation you read? Man, we have a really animation mystery on our hands here, how exciting!
