Roger Rabbit's Car Toon Spin

In the queue for Roger Rabbit's Car Toon Spin, as you know, there are license plates, whose jumbles of numbers and letters are, of course, themed to Disney things. They all have years on them, too, between 1931 and 1947. But one of the license plates, which reads FAN T C, has a year on it, where the last digit is scratched out. Here is the shot (click on it):

Does the year on the plate read 1936 or 1938? It looks like 1938, but I want clarification.
