I don't think that's backwards at all. I even doubt the BlueRay releases you mention that are planned for the next three years will all be released. I think Disney is reluctant to bring out all their Classics on BlueRay, because not many people are buying into the BlueRay scam, as I like to call it.
To most people (and I wholeheartedly agree with them), BlueRay is just another way of making off money from consumers by letting them buy the same product again. They try to push Blue by pretending 'regular' DVDs provide crappy picture and sound quality, and BlueRay will deliver far better quality. Well, they said the same about VHS when DVD came into being. And while it's true the picture and sound quality of a DVD is far superior to a VHS, there comes a point when it can't get any better. And to me, and most people, that point is already reached with 'regular' DVD.
I'm sorry to break it to you (speaking to all members here), but as BlueRay enthusiasts, you are in a very small minority.
