Me and my friend are arguing over the two. We decided to let you settle the argument. tell us b/w the two who is more evil?

Ursula made barely legal deals and stacked the odds against her 'clients' to keep them imprisoned for life. She also manipulated a family conflict as well as many other delicate situations (such as a woman's obesity or a man's perceived inadequacy) to her advantage.

Frollo killed Quasimodo's mother, kept Quasimodo secluded and ashamed his entire life, and attempted to kill: the gypsies, the Archdeacon, Phoebus, Esmeralda and his "foster son."

While I certainly think Ursula is evil, she's not a murderor by nature. Even though she planned to pin Ariel to the ocean floor in the end, that was only after her sole friends for, presumably, years of banishment were killed. She's my favorite Disney Villain, so don't think I'm taking her less than seriously.

Yea, judging by the polls everyone seems to agree as well.
I was right, frollo is much more evil than ursula. He's the most evil disney villain there is. But, like you, Ursula is my favorite. I LOVE HER. but frollo is still the most evil.

I can't really say Frollo since the original one (from the book) didn't do all those evil things, but if we are only judging by how Disney portrayed them...hmm...

Frollo. He usually kills his victims. Ursula spared her victims' lives. Till her eels were vaporized, Ursula didn't feel like killing.

Frollo, hands down. He's a bigot who throws people in jail just because they are gypsies. He chases a helpless women down on horseback and kills her on the steps of a church. He attempts to drown her baby. He only cares for the baby for his own selfish soul. He raises the child to hate himself. He enjoys watching people get tortured. He orders his men to kill innocent people, even families, who he feels are hiding gypsies. He man-handles Esmeralda. He captures her and gives her an ultimatum. Death or him. He attempts to burn her at the stake. Then he tries to stab Quasi, then he tries to throw them both off the church.

What makes Ursula evil? She wants the trident to have power. She is a schemer. She turns merpeople into polyps. She tries to kill Eric and Ariel.
