The guy who provided the voice for Frollo also provided the voice for another character in a previous disney movie. name the actor, the character he voiced and the movie the character appears in.

Tony Jay, who provided the voice for the evil assylum -keeper in Beauty and the Beast.

What was the inside joke-reference to the movie that made the actor providing the voice for Quasimodo famous? Name joke, movie title, actor's name.
