My DVD does that as well. I don't know if that is intentional, but wondering why it skips? Hopefully, if and when I get the Blu-ray, the film won't skip.

Sheesh.
ok if it susposed to be a scene change wouldn't it be a lot smoother of a transition than it is..... i never had that problem before with other movies and alot of other people were returning the movie to target cuz of it skipping also..... i wrote disney bout the problem so we'll see what they say bout it

Dave is right, it is indeed a layer switch. On dual layer DVDs there are two surfaces in the disc. This is why some DVDs can hold up to 4 hours of video on them. The only problem with this is that it can take some DVD players a moment to pass through the first layer to get to the second, thus making a slight pause.

Like others have said thats where the layer change is.
Depending on your player you might notice a small skip, or almost no skip. It just depends on how good the player is at handling a layer change.
I noticed it a little when I watched the DVD the first time on one of my players. It was slight, but not bad. I have seen DVDs that are a lot worse than At World's End. Watching Rush Hour 2 last night near the end is a big skip for the layer change.
Also on one of my players there is a minor skip during Bambi II because of a layer change.
As others have said its normal, and there isn't anything wrong with your DVD.
