I been wanting to complete my collection of the older disney dvds, I just notice alot more people are selling these OLD out of print dvds at super low cost on ebay, which is pretty much means its bootleg, what do you guys think?

If its a single user, and he's selling OOP Disney DVDs in 112 auctions at the same time, then I'd say its 99% sure that most of them are bootlegs. Notice how on some he says "includes original insert!" and on others, he doesn't mention it? He may've peppered some originals in with the fakes, or perhaps they're all fake.
Defnateley bootleggs. Unless the picture shows the original Disney wrapper wich includes a sticker, it's going to be fake. the picture should also let you see the seal on the top of the DVD.
another ebay user is selling a few of these, and he has 100% feedback, but not sure why all his auction are now private.. i'm going to try to win one, wish me luck
I'd be cautious of these items, if they were truly factory sealed they would include retail scan stickers and price tags. Generally, the sale of limited, out-of-print or rare and obscure DVD titles would logically not be mass-distributed by individual sellers years after their displacement. Also, the seller would not benefit anything from the tedious task of carefully removing all price marks and retail tag stickers on so many items, without leaving any traces of adhesive or signs that they were there to begin with. It's just common sense. I'd suggest you avoid both of these sellers as neither seem to be offering legitimate pressings. Also, the fact that the shrinkwrap appears stretched and sticks out at the same corners in all of the pictures depicted in the seller's listings should right away tell you that they were not factory wrapped. You don't see that when you purchase regular DVD's in retail do you? It's quite obvious that they were individually sealed by the seller. Just a word of advice, but if you are so bent on scooping up these oop limited editions before they are reissued, look for sellers who are offering a single copy in used condition because that's really the only way you are going to find an authentic studio manufactured copy at this point. If the seller's listing an item as brand new and factory sealed, make sure the DVD has a retail scan sticker or those theft-prevention seals around the edges like every other legitimate DVD in the world has, unless you don't mind paying $50 US + for an imitation. I can promise you now that these are all bootlegs, it's not so complicated to figure out...
