The petition is not really necessary.
WDI has been coming up with new versions of the PeopleMover for Disneyland for the last several years now. Disney is all for bringing back this classic DL attraction. The reason why it hasn't come back is the current state of Tomorrowland. In 1998 the land received a horrific 'update' that was a total failure and has become the prime example of 'how NOT TO update a land'. Though bits & pieces of Tomorrowland have been improved/fixed, more changes (including a complete update of the theming) has to happen before the new PeopleMover gets the greenlight. Most likely it'll come back in 2010 or 2011. Til then we just have to be patient.
