The Evil Queen is great, but her strength is more in her design, as <i>Snow White</i> understandably wasn't quite at the level of character animation sophistication that the studio later reached. Plus, there's no question that Frank Thomas is, as was said above, the master.

Poor Babbit...
The Evil Queen is so cold-hearted, and the way her eyes flare as she presses her lips when angered, the display of her vile vanity before the magic mirror, and the power of her transformation into the old crone is phenomenal! But Lady Tremaine's maliciously mesmerizing stare as Cinderella hums, and the suspense of her walk down the hallway and up the stairs is too much. Frank Thomas makes the wicked stepmother's faces unforgettable, whether she's sneakily slipping in a sinful smile, or she shows her shock when her slipper-shattering scheme is stopped. Plus, Captain Hook is so memorable as a genuinely threatening but hilarious villain. So Frank Thomas takes my vote. I just feel bad for Art Babbit, who made a cape billow so regally...
