Well, I thought about it, and even though Ursula was a big, powerful figure that scared the crap out of little kids in theaters and gave them nightmares, with very beautifully drawn flowing underwater movements and magnificently moved tentacles...Maleficent is just so awesome and powerful, even without the large mass and tentacles, that her animator wins. The way her long flame-like sleeves dangled, the way her horned head moved with an evilly elegant air, and that almost snarling grin, not to mention her excellently expressed rage...she's a blend of beautiful and bad that only Marc Davis could create! And just anyone who animated in Sleeping Beauty deserves chops, with those refined lines and the best looking animation anyone will ever see ever. And Marc Davis deserves extra special chops for creating the ingenious way Maleficent made her entrances and exits. Ever notice that weird, scary, black shape she always morphs into? Marc Davis also drew my most enchanting avatar.

Because there will be about 5 more like this one, and then the 6 that win in the "heats" will move on to round 2 where they will face each other.

I would give Aquino Ursula over Cruella, but Maleficent still takes the cake, so Marc Davis it is.
