Gotta say George Costanza. While I don't know about the <i>101 Dalmatians 2</i> role, Abis Mal is sort of a forgettable character (as most created-for-sequel ones are) and (though entertaining) Hugo didn't really gel with the rest of the film. I know you were looking for Disney characters, but it's impossible not to think Seinfeld when hearing the name (or the voice of) Jason Alexander.

But as a animated voice-over artist- I'd have to say he did a spankin' job as Hugo the gargoyle & Posideon in the Hercules animated series
