Would somebody please tell me where i can download episodes of disney channel tv series: eg. raven, phil of the future, etc.

Also maybe DCOMs too?

iTunes is the only legal place to download Disney Channel shows from: Link. Though they don't carry everything or any movies besides <i>High School Musical</i>, as far as I know.
