I wouldn't call Dumbo "rare" yet since I still see a lot of it in stores.

The ones sold in stores right now, the second printing, does not include the shiny/reflective "60th Anniversary Edition" banner (they are just a normal red banner) and there is a rumour (though I haven't confirmed it) that they have removed the exclusive preview of Dumbo II from the second printings.

Wasn't Dumbo 2 cancelled? I heard they scrapped the project.
