I think lord-of-sith made an excellent point that alot of times DVDs have hardly any chapters, or they just divide the chapters poorly. But overall I love DVD chapters!

Oh yeah, we all love them. It would be so cool if some companies would or could make a program that allowed viewers to manually program their own chapters. And that it would be possible to actually alter the arrangement in the future. And viewers would even be allowed to even type in the names for the chapters. Numbers would represent groups of letters, like on a telephone, and you'd use the arrows to pick from the 3 or 4 letters on the number, where you would spell out the names of the chapters for whatever chapters you have selected.

Most of their older DVDs (released pre-2004) also have been losing inserts, I'm guessing they're either recalling them to remove the inserts, or packaging newer copies without the inserts and trading them in for the old ones.
That is so ridiculous. But then, any absurd behavior perpetrated by Paramount doesn't surprise me one bit. They are the 2nd worst major studio releasing DVDs. Here's my list of the worst:
1. Columbia-TriStar
2. Paramount
3. Hollywood/Touchstone/Dimension
But I remember most chapter break groups on a bunch of my DVDs. Right here, right now, I can think of exactly where the Jawbreaker DVD chapter breaks begin and end and continue. Because it was one of my first DVDs. I guess it was that DVDs lack of special features that made me have to find something else interesting about the DVD to keep me interested in DVDs as a whole.
Jawbreaker's 28 chapter breaks: 2. jawbreaker being shoved into Liz's mouth, 3. Courtney and girls walk into high school Girls' bathroom, 4. camera cruises the isle of Julie's English class while Julie looks guilty, 5. Fern Mayo knocks on Ms. Sherwood's door, 6. Courtney's car parks around Liz's brick walkway (camera looks up at girls' rear ends), 7. Marcie stretches on glove as she kneels over Liz's corpse, 8. Fern walks up Liz's stairs, 9. Courtney walks to elevated lunch table as Fern takes out brown paper bag, 10. Zack's car drives down road to Julie's house, 11. Julie on bed looking at photos, 12. hunky Dane perks lips and strips off pants, 13. camera swirves into Marcie's home dining room as she talks with father, 14. Courtney sitting in police station interrogation room, 15. Vera Cruz close-up on couch, 16. football player in orange jersey runs past Vylette walking up stairs greeted by Tatianna Ali's character, 17. Zack sits on stage as Julie enters room, 18. Vera Cruz and Vylette sitting opposite each other in interrogation room, 19. Courtney in purple dress putting coins in booth telephone, 20. Julie walking up to her usual classroom seat, 21. Zack's car drives into abandoned drive-in, 22. Courtney walks Vylette into Girls' bathroom and slams her against mirror, 23. Zack driving down town streets as wind blows through Julie's hair, 24. camera pans out of b&w photos of Fern Mayo with the caption "Who is Vylette?" underneath, 25. camera looking down on hand-holding couples walking across school parking lot at night, 26.
