Aladdin. The scenery isn't beautiful when compared to the blue lagoon and that gorgeous ballroom. Plus, "A Whole New World" is more on the hopeful side to me rather than romantic, especially with those lyrics.
I also feel that in the other two scenes, the romantic relationships between the couples get greatly 'heated up', and in Aladdin the romantic relationship is beginning, even though it's somewhat due to Jasmine's belief of his death and the disguise of Al as Ali.
Plus, Jasmine had been very rude and disapproving of Al right before "A Whole New World".
Beauty and the Beast.
I find dancing in a big ballroom LESS romantic than a boat ride in a lagoon or a magic carpet ride around the world.
(C'mon...anyone can dance in a big ballroom! With a Beast though...that's a whole 'nother story!)
