Jpanimation, we discussed this already on the TPatF thread, I believe. The consensus is that, at the last minute, they invented a fake bidder, to avoid the seemingly inevitable sale of the mill to a black woman.

And yeah, I know that that's not the reason that Louis existed. But it is a very important plot hole that he fills up.
