This is probably just a theory, but maybe they're trying the Paperman technique, except the other way around. Characters and backgrounds drawn first and the rest being filled in by CGI.John and Ron are working on a CG/hand-drawn feature that looks computer generated.

This has me scratching my head as well... I'd be absolutely disgusted if they let the potential of the hybrid technique go to waste. This time last year I had just gotten back from Inspire Days and was all pumped, but unfortunately they skipped on holding Inspire Days this year, so I didn't get a chance to get a little peek at whatever the heck is going on at the studio right now. So their newest picture IS gonna be a Paperman style animated feature. Just as I suspected. That means it'll look handdrawn albeit computer animated. So much for people saying that artform was done at Disney. If they wanna do future handdrawn films with the "Paperman" technique, fine with me.
For the record, I DID like The Princess and the Frog as well.

That is the best to hope for, but I really doubt it. If they do get to do another film, I’m expecting it’ll have to be 3D. I wonder if they’ll even get to choose the composer if it’s a musical, or if Randy Newman will be forced on them again.

If it ends up being a musical, I doubt they'd choose Randy for the music. His music is more jazz-ish, which was why he was better suited for The Princess and the Frog.

Steve Hulett: Haven't talked to them of late, so I don't know. Last I heard, it was going to LOOK like all-CG with hand-drawn elements under some of the CG. I think the all hand-drawn feature at Walt Disney ANimation Studios is currently ka-poot.
Q: From the footage you've seen, does it look at all like Paperman?
Steve Hulett: The footage I saw for the R & J project was a loong time ago, and has likely changed. (Animators and finalers show me stuff.)

They might have been inspired by the Enchanted Tiki Room. Interestingly, Disney had plans for a live-action film based on the attraction in 2010.
