In Spanish one of the meanings of the word "encanto" is also enchantment or spell, is it the same in Portuguese,
rodrigo_ca? If it is, maybe that's another hint that the movie is about magic and not about superheroes. Though, I think
farerb is right and the fact that they mentioned "magical powers" and not "superpowers" already proves that. Anyway, regardless of what type of powers they are and what period the movie is set in, I personally find the concept interesting and I like the Brazilian setting. Part of

The Three Caballeros takes place there, but there hasn't been a WDAS film entirely set in Brazil.

Yes, we'll have to wait for official confirmation to know for sure if this is true. I think it probably is, but Disney doesn't want to confirm it yet given that it's still early and the story could change.

I knew it reminded me of something! You're right, it's very similar to
Sky High! Though, it seems what the protagonist will lack here are magical powers instead of superpowers, and probably not many people remember that movie. I didn't know about those two anime titles before, but I've read their synopses on Wikipedia and their concepts sound similar too. However, in both cases, all or most of the population have magical powers, while here it seems it's only the main character's family who have them.
