This may be merged, but:
1. Cruella De Vil: I still think that Cruella is the best written, the best voiced, the best designed and the best animated of all of Disney's villains. She tears through the film as some sort of relentless force of destruction. She is entertaining, but the comedy is never at her expense, so she keeps her menace. Though human, she's the villainess most easily comparable to a skeleton, hag, harpy, vulture or vampire. An example of decadence and consumerism, she's so utterly, orgasmically evil. Satan walks the earth - and is a woman.
2. The Queen: She has the most interesting conceptual history of all Disney villains, with roots in both art and cinema. Her scenes are a testament to Joe Grant's skills - he designed both the Queen and the Witch and, together with Dick Huemer, and headed the story department on their scenes. Still one of Disney's most frightening and intense villains, she is animated beautifully - Art Babbit's Queen is appropriately aloof and sinister, while Norman Ferguson's Witch is both darkly comical and ghoulishly terrifying.
3. Shere Khan: Probably the greatest of Disney's male villains. He's so wonderfully posh, treating everyone else with utter disdain. I love every scene he's in, particularly his exchange with Kaa.
4. Lady Tremaine: A worthy successor to the Queen. Though not magical like the Fairy Godmother, she draws power from her cunning and her control over the household. This is shown visually in the scene where she follows Cinderella up to the tower, the whole house becoming darker save for her glowing eyes.
5. Stromboli: Despite his small screen time, he has become one of Disney's most infamous and iconic villains, and the main reason is Bill Tytla's animation. He's a very eccentric fellow, full of fun, and his little quirks are really what make him memorable. But he can still frighten audiences, particularly when he throws the axe into the puppet.

What's the deal lately? Are people that incapable of doing a search before starting a new thread, especially one as random as "favorite villains"? Does someone honestly think that in the almost 5 year history of UD there wouldn't be an already existing thread on this to bump? I must say I disagree with much of the list. Maleficent higher than the Queen? Jafar and Ursula ahead of Cruella? Scar significantly higher than Shere Khan? And not even a place for the Coachman, Honest John or Monstro? What's everyone's favorite villains. Also list the ones you think are underrated and overrated.

Favorites: Queen Grimhilde, Chernaborg (not sure if he's a villain), Captain Hook, Maleficent, Ursula, Frollo, Jafar, the Firebird (see Chernaborg).
Underrated: Shan Yu, Clayton, Monstro, the Firebird.
Overrated: Shere Khan, The Queen of Hearts (don't kill me Disneykid), McLeach, Gaston, Scar.

Underrated: The Horned King. It's a shame really. He can chill me more than The Queen or Maleficent ever could.
Overrated: Maleficent. She is a good villain, but she's more style than substance. Despite a couple of great scenes such as her dissing Prince Phillip in the dungeon and transforming into a dragon, her motives don't hold much water. Not being invited to the celebrations can't be the only reason why she cursed Aurora. I think she always did hate King Stefan and his kingdom, and what could hurt them more than cursing their new-born princess? She's a great villainess, but people blow her up too much.
