Online stores like axelmusic.com and amazon.com will already have them in stock and awaiting to dispatched to everyone that have pre-ordered the DVDs already.

Quite often Amazon will ship something out in advance of the release date to me. If there really is such a law for DVDs then no one must care about it, because in my experience online stores tend to ship out stuff as soon as they get it (maybe not if the distributor specifically requests it or threatens with legal action beforehand, but...).
