According to a new press release, the TV movie premieres on March 10 and the series on March 24. The TV movie along with four new shorts (Checkmate, Prison Bake, Make Me Smile, Hare Peace) will be released on DVD on April 11.
We have titles for two of the songs so far; the one is called "Wind in My Hair" performed by Mandy Moore and the other "Life After Happily Ever After" performed by Moore, Zachary Levi and Clancy Brown.

The press release that goes with the image on that last link you provided, contains a new synopsis which reveales why Rapunzel's hair grows back. (I tag that part as a spoiler for the people who prefer to save that surprise for the TV movie)
In the Disney Channel Original Movie, Rapunzel grapples with both the new responsibilities of being princess and the overprotective ways of her father. While she wholeheartedly loves Eugene, Rapunzel does not share his immediate desire to get married and settle down within the castle walls. Determined to live life on her own terms, she and Cassandra embark on a secret adventure where they encounter mystical rocks that magically cause Rapunzel’s long blonde hair to grow back. Impossible to break and difficult to hide, Rapunzel must learn to embrace her hair and all that it represents.

I believe a CD with a mixture of songs from both the TV film and the series will eventually be released like it was with Sofia the First and Elena of Avalor but not a soundtrack just of the TV film.
For the time being, we're only getting digital releases since there was no mention of a CD in the latest press release.

A screening of the TV movie with a panel discussion afterwards will be held on February 23rd at Walt Disney Animation Studios Theater.
