I would say Jessica, but it depends how you define 'sex appeal'.
For instance, on another forum, someonje pointed out how Georgette from Oliver & Company has 'sex appeal' in the song 'Perfect isn't easy', when the birds look at her behind a screen (when she's changing clothes) and they have their tongues out of their beaks, bigger eyes and then faint upon seeing her. If you count animals, you could say the strippers in The Great Mouse Detective were the first. Or maybe even Peg in Lady and the Tramp? But are they 'heroines'? If you don' t count Tinkerbell, you wouldn't count them either. So then we're back to Jessica.

Sue riding a catfish is quite odd. I haven't seen the package film she's in for a long time and I thought (considering the old west setting) she was horseback riding in it.
