It was at least a little bit, actually. I remember a few magazine articles complaining about Ariel's cleavage and lack of coverage, and how she was a bad influence to little girls.
Ariel's exposure might've been considered radical at the time, especially in the Disney mold. It's pretty mild by today's standards.

So there was a little controversy. I think her design was fine personally, I mean what else would Ariel wear? A sweater? She lives in the ocean.

And it is definitely mild by today's standards. Jasmine took things to a whole 'nother level.

I would say Jessica, but it depends how you define 'sex appeal'.

For instance, on another forum, someonje pointed out how Georgette from Oliver & Company has 'sex appeal' in the song 'Perfect isn't easy', when the birds look at her behind a screen (when she's changing clothes) and they have their tongues out of their beaks, bigger eyes and then faint upon seeing her. If you count animals, you could say the strippers in The Great Mouse Detective were the first. Or maybe even Peg in Lady and the Tramp? But are they 'heroines'? If you don' t count Tinkerbell, you wouldn't count them either. So then we're back to Jessica.

But I'm not one who finds animals sexy, so you would have to ask Jackoleen.

Nalaholics claim Nala is the hottest thing on four legs. They even have a pledge.
"I hereby admit to the world, and myself, that I am a Nalaholic. I acknowledge Nala as the hottest thing on four legs. I declare to all, that although there are great characters in the Lion King, Nala is the best. For no reason should I fear my feelings towards this lioness because I believe it to be wholly due. I pledge myself to her happiness and defense, and to always hold her in the highest esteem. To you, Nala, Queen of Pride Rock, I give my undying loyalty."
(It's written as though Nalaholics are residents of the Pride Lands for pete's sake.)

Anyway, I'd say the first heroine given sexual appeal is Aurora but I'm not sure if she can be considered a heroine.

I always thought Esmeralda was pretty tame for someone who had "Hellfire" written about her.

The only heroine that I ever thought of as consciously sexy would be Jasmine. Tinkerbell and Ursula beat her out though, no doubt.

But, do you remember Esmeralda's exotic dance routine? She may as well have jumped into the crowd and given one of the guys a lap dance while she was at it.

I've always wanted this figure of Sue:

Image

And wait, what about Katrina Van Tassel?

Image

Image

She's like a lighter-haired version of Cinderella, but with more curves.

Sue riding a catfish is quite odd. I haven't seen the package film she's in for a long time and I thought (considering the old west setting) she was horseback riding in it.

The way her hair is styled for most of the movie, it looks like a scorpion's tail when I really think about it.

The only thing that made Sluefoot Sue hot was her moon-bouncing bustle.

No hating on Jasmine! She was BAD.

Image

Kim Kardashian dressed up as Jasmine and it was a SPITTING IMAGE!

Image

Flawless.

Esmeralda could never!

P.S. I'm not sure if that pic of Kim is too risque, if it is, I apologize! A mod can delete it.

I always thought the singing mouse (named Miss Kitty!) from The Great Mouse Detective was too sexy, "Let Me Be Good To You" kind of makes me uncomfortable.

Is the OP an editor for Jim Hill Media? Today's article covers this topic, and mentions many of the same names as in this thread!

I've always loved Esmeralda's hair.

Jasmine's, too.

No. I've never even heard of that publication.
